While the rest of the world debates AI subscription pricing and token limits, South Korea is about to hand every one of its 51 million citizens a free, unlimited AI assistant — one built, subsidized, and steered by the government itself. The program is called "AI for All," and if it works, it will be the first real-world test of what happens when a national government decides AI access is infrastructure, not a product.

Beta testing starts this month. Full rollout follows by the end of the year.

What's actually being built

This isn't a chatbot bolted onto a government portal. The Ministry of Science and ICT ran a competitive selection process this summer and picked three consortia — led by SK Telecom, KT, and Kakao — out of six applicants, to build and operate the service:

  • SK Telecom

    is folding its A.X K2 foundation model into apps, phone calls, and text messages, and embedding the assistant directly into Government24 and the PASS identity app, which already handles 83 types of official certificates.

  • KT

    and

    Kakao

    are building parallel consortia, each shipping its own dedicated app while weaving AI into products Koreans already use daily.

  • The government is distributing up to 512 Nvidia B200 chips across the three groups and covering a share of operating costs, with the national budget picking up full operational expenses starting in 2027.

The use cases read like a civic to-do list: booking medical appointments, apartment hunting, filing taxes, checking eligibility for small-business subsidies, getting educational recommendations for your kids. AI as plumbing, not novelty.

The catch: this is industrial policy wearing a welfare hat

Here's the part that should catch any investor's attention. Providers aren't free to route queries to whichever model performs best. At least 50% of usage must run through certified Korean foundation models, with another 30% required to come from other domestic firms — an 80% floor for homegrown AI. Foreign models are allowed only when the ministry deems them "minimally necessary," and when they're used, they get zero subsidy.

That's not a free AI rollout. That's a demand-side subsidy engineered to build a domestic foundation-model industry, with citizens as the delivery mechanism. Seoul is using $7.2 billion (10 trillion won) in 2026 AI spending — triple what it committed the year before — to guarantee Korean model providers a captive, government-funded user base before OpenAI, Google, or Anthropic can lock in the market on price alone.

It's a smart move, and it's worth watching closely, because the numbers explain why Korea is moving now. Ministry tender data shows ChatGPT already has 23.45 million Korean users, Gemini 8.45 million, and Claude 2.41 million — out of roughly 23 million regular generative-AI users in the country. Notably, about a quarter of Korean users already pay for AI services, versus roughly 2% of Americans. Korea isn't trying to create AI demand. It's trying to redirect demand that already exists, toward domestic suppliers, before the habit calcifies around foreign platforms.

The stranger part: we never did this for the internet

Here's what should make you pause. Most major cities in the developed world — including plenty in the U.S., Canada, and Western Europe — still haven't made broadband internet universal or free within their own borders, decades after "internet for all" became a stock political promise. Roughly 2.9 billion people, more than a third of humanity, remain offline entirely, per the ITU. In the U.S. alone, tens of millions of people still lack a connection that meets the FCC's own minimum broadband standard, and municipal-broadband efforts have mostly stalled out against ISP lobbying and funding fights. Cities have handed out free Wi-Fi kiosks and school hotspots — but "free, unlimited, government-provisioned internet for every citizen" has never actually shipped anywhere at national scale.

Yet South Korea is about to ship exactly that for AI — a consumer technology that's roughly three years old — before most governments have finished doing it for a technology that's been commercially available for three decades.

That's not a knock on Seoul; if anything it's the more interesting signal. It suggests policymakers are starting to treat generative AI not as another app running on top of the internet, but as the layer that mediates access to everything else on it — less a new service, more the interface itself. If the internet is the road, AI is starting to look, to at least one government, like the car everyone needs to actually get anywhere on it. Whether that's genuine conviction that AI is now more critical to daily life than connectivity itself, or simply that subsidizing three model providers and a chip allocation is a far cheaper, faster political win than finishing the messy, capital-intensive job of wiring every household — that's the real question behind "AI for All," and it's one every other government watching this pilot will have to answer for itself.

Why this matters beyond Seoul

For founders and investors watching the foundation-model space, "AI for All" is a preview of a policy lever more governments will pull: instead of regulating AI usage, subsidize a domestic version of it into ubiquity. It's the AI-era version of what South Korea did with broadband and semiconductors — pick national champions, fund the infrastructure, and let scale do the rest.

The open question is whether "free and unlimited" actually produces better outcomes than the metered, competitive market the rest of the world is building — or whether it just produces a captive user base for whichever Korean model wins the domestic-quota lottery, with quality taking a back seat to policy compliance. Deputy PM Bae Kyung-hoon has framed the ambition plainly: "AI for All is the calculator and computer of the AI era." That's a real bet — that AI access belongs in the same category as arithmetic and internet connectivity. Whether it's a good one depends entirely on whether Korean models can actually compete once the subsidy training wheels come off in 2027.
